The Engineers and Architects Association, a 48,000 member public employees union in L.A., has come under attack from the politically active Service Employees International Union (SEIU) for having the civic sense to realize that the high times of ever rising pay at the taxpayer's expense is coming to an end. Schwarzenegger orders more furloughs

Less than one month after ending furloughs for about 200,000 state workers, Gov. Arnold Schwarzenegger this morning brought back a scaled-down version of the policy, effective Sunday. The governor made the decision this week after Controller John Chiang said that unless lawmakers enacted a budget soon, the state's cash would go into the red by October. Chiang said he'll start issuing IOUs in August or September to conserve funds as long as possible. California governor declares state of fiscal emergency

SAN FRANCISCO (Reuters) – Increasing pressure on lawmakers to negotiate a state budget that closes a $19 billion shortfall, California Governor Arnold Schwarzenegger declared a state of emergency over the state's finances on Wednesday. In the declaration, Schwarzenegger ordered three furlough days per month beginning in August for thousands of state employees to preserve the state's cash to pay the state's debt obligations and for essential services. California's budget is several weeks overdue and Schwarzenegger and top lawmakers are at impasse over how to balance the state's books.

California and 10 other Western states and Canadian provinces took a key step forward Tuesday with plans to create a regionwide market for buying and selling pollution allowances. The Western Climate Initiative unveiled the framework for its cap-and-trade system – the cornerstone of its effort to reduce greenhouse gas emissions by 15 percent in the Western region over the next decade. ADL: California Had Most Anti-Semitic Incidents in 2009

The Anti-Defamation League says its annual survey shows California had the largest number of anti-Semitic assaults, harassment and vandalism incidents in the United States last year. The ADL said Tuesday it identified 275 events in the nation's most populous state in 2009, up 22% from the year before.

Prosecutors probe Bell for possible election fraud, conflicts of interest, improper salaries

L.A. County prosecutors have launched a multipronged investigation into the city of Bell, examining allegations of voter fraud as well as conflicts of interest involving city business.In an interview with The Times, Los Angeles County Dist. Atty. Steve Cooley described the investigation as “rapidly expanding and full-fledged,” saying investigators have been gathering evidence since March. Cooley’s comments indicate a larger probe than prosecutors had acknowledged up to now. Lawsuit against Bell California suggests voter fraud in 2009 election

A lawsuit filed Monday by a former Bell police officer makes a variety of serious allegations about city officials and suggests voter fraud in a 2009 election. According to the lawsuit, filed by James Corcoran, off-duty police officers in Bell distributed absentee ballots in a 2009 municipal election and told would-be voters which candidates to support. The former police sergeant alleges in the suit that he was forced out of his job of 25 years in retaliation for informing state and federal authorities about the officers’ actions and reporting alleged misconduct involving City Administrator Robert Rizzo and other city officials....
